OKLAHOMA CITY (July 15, 2026) - Governor Kevin Stitt today announced Aaron Morris as the next interim director of Oklahoma Health Care Authority (OHCA). Morris brings with him more than 20 years of financial expertise in the public sector.
This announcement comes after the current director, Clay Bullard, notified the office that he will be returning to the private sector. Bullard will provide leadership transition support over the coming weeks.
"Clay arrived at the agency at a pivotal time, and his private sector experience was invaluable," said Gov. Stitt. "I am grateful for his service, and I wish him the best as he returns to the private sector."
In 2024, Governor Stitt named Morris as the state's chief financial officer. Prior to that, Morris served as OHCA's CFO, where he was responsible for financial strategy and management. He also oversaw the agency's technology and program integrity functions, helping OHCA achieve its goals while improving efficiency and accountability. His experience in this field has situated him well for this role.
"Aaron has proved to be a steady leader through any challenge," said Gov. Stitt. "As CFO of the State, he has worked carefully to protect our state's savings, navigate complicated budget issues, and assist agencies to increase accountability and transparency. He is a trusted member of my team, and I am grateful that he has agreed to step into the role at OHCA for the remainder of my term."
Morris earned a bachelor's degree in finance from the University of Central Oklahoma and an MBA from Cameron University.
"It is a privilege to continue serving my state, and I am grateful for the Governor's confidence in me," said Morris. "I look forward to returning to OHCA and to working to address the budgetary and regulatory issues that face the agency."
