On March 12, 2025, EPA and the Army issued joint guidance on how to implement the "continuous surface connection" requirement for adjacent wetlands. The agencies held joint training on the guidance on April 29, 2025. The slides for that training are also posted on EPA's website at https://www.epa.gov/system/files/documents/2025-06/csc_memo_training_4-29-25_508.pdf and are being distributed to EPA and Corps staff here.
