Secretary of War Flag Officer Announcements for July 16, 2026

Secretary of War Pete Hegseth announced today that the president has made the following nominations:

Navy Rear Adm. Mark D. Behning for appointment to the grade of vice admiral, with assignment as deputy commander, U.S. Fleet Forces Command/commander, Task Force EIGHT ZERO, Norfolk, Virginia. Behning is currently serving as director, Undersea Warfare Division, N97, Office of the Chief of Naval Operations, Pentagon, Washington, D.C.

Navy Rear Adm. Michael S. Wosje for appointment to the grade of vice admiral, with assignment as deputy chief of Naval Operations for Warfighting Requirements and Capabilities, N9, Office of the Chief of Naval Operations, Pentagon, Washington, D.C. Wosje is currently serving as director, Air Warfare Division, N98, Office of the Chief of Naval Operations, Pentagon, Washington, D.C.

Navy Rear Adm. (lower half) Kevin J. Brown for appointment to the grade of rear admiral. Brown is currently serving as commander, Naval Medical Forces Pacific, San Diego, California.

Navy Rear Adm. (lower half) Thomas J. Dickinson for appointment to the grade of rear admiral. Dickinson is currently serving as program executive officer for Integrated Warfare Systems, Washington Navy Yard, Washington, D.C.

Navy Rear Adm. (lower half) Thomas A. Donovan for appointment to the grade of rear admiral. Donovan is currently serving as commander, Special Reconnaissance and Enabling Command, U.S. Special Operations Command, MacDill AFB, Florida.

Navy Rear Adm. (lower half) Joshua C. Himes for appointment to the grade of rear admiral. Himes is currently serving as deputy director, Operations, National Security Agency, Fort Meade, Maryland.

Navy Rear Adm. (lower half) Paul J. Lanzilotta for appointment to the grade of rear admiral. Lanzilotta is currently serving as chief of Legislative Affairs, Pentagon, Washington, D.C.

Navy Rear Adm. (lower half) Donald W. Marks for appointment to the grade of rear admiral. Marks is currently serving as commander, Carrier Strike Group NINE, San Diego, California.

Navy Rear Adm. (lower half) Andrew T. Miller for appointment to the grade of rear admiral. Miller is currently serving as director, Plans and Operations, U.S. Naval Forces Europe - SIXTH Fleet/deputy commander, SIXTH Fleet/ commander, Submarine Group EIGHT, Naples, Italy.

Navy Rear Adm. (lower half) Kurtis A. Mole for appointment to the grade of rear admiral. Mole is currently serving as deputy commander, Joint Forces Headquarters - Cyber (Navy)/deputy commander, Fleet Cyber Command, Fort Meade, Maryland.

Navy Rear Adm. (lower half) Christopher A. Nash for appointment to the grade of rear admiral. Nash is currently serving as commander, Submarine Group NINE, Silverdale, Washington.

Navy Rear Adm. (lower half) Lincoln M. Reifsteck for appointment to the grade of rear admiral. Reifsteck is currently serving as commander, Submarine Group SEVEN/commander, Task Force SEVEN FOUR/commander, Task Force FIVE FOUR, Yokosuka, Japan.

Navy Rear Adm. (lower half) Bradley N. Rosen for appointment to the grade of rear admiral. Rosen is currently serving as commander, Navy Region Europe, Africa, Central/commander, Maritime Air Forces, Naples, Italy.

Navy Rear Adm. (lower half) Thomas E. Shultz for appointment to the grade of rear admiral. Shultz is currently serving as commander, Expeditionary Strike Group SEVEN/commander, Task Force 76/commander, Amphibious Force, SEVENTH Fleet, Yokosuka, Japan.

Navy Rear Adm. (lower half) Michael T. Spencer for appointment to the grade of rear admiral. Spencer is currently serving as commander, Carrier Strike Group FOUR, Norfolk, Virginia.
