MISSILE DEFENSE AGENCY

Raytheon, Tucson, Arizona, is being awarded a noncompetitive, undefinitized contract action on a new contract (HQ0851-26-C-E002). The base value of this contract is $745,387,095. Under this contract, the contractor will manufacture and assemble Standard Missile-3 Block IIA All-Up Rounds for the U.S. government and Japan Ministry of Defense (JMOD) Foreign Military Sales (FMS) case requirements. The work will be performed in Tucson, Arizona; and Huntsville, Alabama with an estimated completion date of Feb. 28, 2031. Fiscal 2026 procurement funds in the amount of $275,613,909; and JMOD FMS funds in the amount of $277,688,036, will be obligated at time of award. Raytheon Co., Tucson, Arizona, was awarded a $535,975,860 modification (P00025) to contract W31P4Q-23-C-0026 for full rate production and engineering services in support of the TOW Weapon System. The modification brings the total cumulative face value of the contract to $750,818,274. Work will be performed in Tucson, Arizona, with an estimated completion date of Aug. 31, 2027. University of Alaska Fairbanks, Fairbanks, Alaska, was awarded a $499,000,000 cost-no-fee, cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for essential scientific and engineering capabilities focused on the geophysical detection of nuclear proliferation as part of an approved University Affiliated Research Center. NAVY

Contrack Watts Inc., McLean, Virginia (N44255-21-D-5003); Manson Construction Co., Seattle, Washington (N44255-21-D-5004); Nova Group Inc., Napa, California (N44255-21-D-5005); Staite Engineering Inc., San Diego, California (N44255-21-D-5006); The Dutra Group, San Rafael, California (N44255-21-D-5007); Triton Marine Construction Group, Bremerton, Washington (N44255-21-D-5008); Western Marine Construction Inc., Seattle, Washington (N44255-21-D-5009); and McMillen Inc., Boise, Idaho (N44255-21-D-5010), are awarded bilateral modifications to their respective waterfront multiple award construction contracts. The modifications revise each contract to reflect an increase in the contract's shared aggregate maximum ordering capacity from $326,000,000 to $380,000,000, representing a total increase of $54,000,000 across the contract. The contracts provide new construction, repair, alteration, renovation, demolition, dredging, and related construction services for marine waterfront facilities and supporting infrastructure within the Naval Facilities Engineering Systems Command (NAVFAC) Northwest area of responsibility. Work is performed primarily at government installations in Washington, Oregon, Alaska, Idaho, Montana, and Wyoming, with the potential for work throughout the remainder of the U.S. This modification increases the maximum contract value only and no funds are obligated by these modifications. Northrop Grumman Systems Corp., San Diego, California, is awarded a $46,089,540 firm-fixed-price modification to a previously awarded contract (N00024-24-C-6400) to procure Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare Increment One Block One systems, retrofit kits and spares. This modification also includes $4,199,955 in incremental funding for engineering support services and other direct costs. This contract involves Foreign Military Sales (FMS) to Australia. Work will be performed in Beaverton, Oregon (66%); and San Diego, California (34%), and is expected to be complete by December 2028. Lockheed Martin Corp., Syracuse, New York, was awarded a $24,766,887 fixed-price incentive undefinitized contract action for the production of the lightweight low-cost conformal arrays. Work will be performed in Syracuse, New York (70%); La Mesa, Mexico (20%); and Clearwater, Florida (10%), and is expected to be completed by May 2029. Fiscal 2026 other procurement (Navy) funds in the amount of $11,408,444 (61%); fiscal 2026 shipbuilding and conversion (Navy) funds in the amount of $5,704,222 (31%); and fiscal 2026 research and development funds in the amount of $1,462,500 (8%), were obligated at the time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 3204(a)(1) (only one responsible source and no other supplies or services will satisfy agency requirements). AIR FORCE

This contract provides for Title I, Title II and other Architectural and engineering services in support of real property at Pituffik Space Base, Greenland. Work will be performed at Pituffik Space Base, Greenland, and is expected to be completed by Aug. 9, 2031. These contracts were competitive acquisitions and five offers were received. Fiscal 2026 operations and maintenance funds in the amount of $15,000 are being obligated at the time of award.
