Strengthening CLMRS implementation through qualified and trained Personnel

Child Labour Monitoring and Remediation Systems (CLMRS) aim to address child labour by supporting behaviour change at the household level. These systems rely on CLMRS Personnel to make this happen in practice.

Through regular household visits, awareness-raising, ongoing guidance, and follow-up, CLMRS Personnel help caregivers understand the risks associated with child labour, reflect on their practices, and encourage them to adopt behaviours that better protect children. Their role goes beyond collecting information. Through repeated engagement, they build relationships of trust that are essential to supporting behaviour change over time.

This continuous engagement and guidance are the driving forces behind behaviour change. As a result, the effectiveness and impact of a CLMRS depend largely on the skills, experience, and ability of CLMRS Personnel to engage with households.

Recruiting the right people, providing high-quality training, supporting them in their day-to-day work, and creating employment conditions that enable them to build long-term relationships with households are therefore essential to strengthening CLMRS implementation.

To support practitioners in doing this, ICI has published three complementary resources:

Learning into Action: Supporting CLMRS Personnel to strengthen system impact

This brief presents practical measures on how to recruit, employ, train, and support CLMRS Personnel.

Sample Terms of Reference for CLMRS Personnel

This template helps CLMRS implementers recruit personnel with the right profile by providing sample responsibilities and recruitment criteria that can be adapted to different contexts.

Training Curriculum for CLMRS Personnel

This curriculum provides a structured framework for designing training for CLMRS Personnel. It outlines the key competencies required for the role and the priority topics that should be covered, helping practitioners design training programmes and materials that will equip personnel with the knowledge and skills they need to perform their work effectively.

Together, these resources provide practical guidance to help CLMRS implementers strengthen one of the most important drivers of system impact: qualified, well-trained, and well-supported CLMRS Personnel.
