ELECTRIC MICROMOBILITY VEHICLE ORDINANCE

The Chula Vista City Council has approved a new ordinance regulating electric micromobility vehicles, reinforcing the City's commitment to public safety and sustainable transportation. The ordinance introduces clear operational rules and age restrictions while aligning local policy with California state law.
Electric micromobility vehicles, defined as lightweight, low-speed electric vehicles such as electric bicycles, motorized scooters, electrically motorized boards, and low-speed vehicles (NEVs), are increasingly popular for short-distance, eco-friendly travel. Exception to people with disabilities using their mobility devices. Chula Vista's ordinance sets boundaries for where, how and who may operate these devices within city limits.

Key Provisions Include:

  • Age Restrictions: No person under the age of 12 may operate or ride a Class 1 or Class 2 electric bicycle in Chula Vista. Adults are also prohibited from knowingly allowing children under 12 to operate these devices.
  • Sidewalk Restrictions: Electric micromobility vehicles are prohibited on sidewalks in all business districts and in any area where signage restricts use.
  • Class 3 electric bicycles and motorized scooters are prohibited on any sidewalk in the city. This measure enhances safety for both pedestrians and riders.
  • Roadway Regulations: No motorized scooter may be operated on roadways where the posted speed limit is 40 miles per hour or greater.
  • Passenger Restrictions: No person under age 18 can transport any passengers on any electric micromobility vehicle.
  • Helmet Requirements: Anyone under age 18 must wear a properly fitted and fastened bicycle helmet when operating any electric micromobility vehicle.

"This ordinance strikes a balance between embracing modern mobility solutions and ensuring the safety of all road users, especially our youngest residents and pedestrians," said Councilmember Michael Inzunza. "We are creating a safer, more predictable environment for riders, drivers, and pedestrians alike."

The City will continue to work with micromobility vehicle providers, local businesses, schools and residents to ensure a smooth rollout and effective public education campaign before utilization of enforcement tools allowed by the ordinance. The City Council will consider the ordinance for a second reading on July 22. If approved, new regulations would go into effect 30 days after. For the first 60-days after the new regulations go into effect, enforcement would be limited to warnings and education.
