Councilor Koyama Lane Brings Vision Zero Action Plan Resolution to City Council to Reaffirm Commitment to Safe Streets

Portland, OR. - On Wednesday, September 17, Portland City Council is set to vote on a resolutionput forward by Council Vice President Tiffany Koyama Lane, co-sponsored by Councilors Clark, Green, Morillo and Smith, to reignite and strengthen Portland's Vision Zero efforts. The resolution recommits the City to eliminating traffic deaths and serious injuries and will establish a new Vision Zero Task Force beginning in fall 2025, to ensure cross-bureau action and accountability. 

About an hour before the 6:00 p.m. Council meeting, Councilor Koyama Lane will join students, families, and community members for aBike Bus rally and paradehonoring ten years of Vision Zero. Beginning at 4:30 p.m. at Salmon Street Springs, the pre-Council event will feature upbeat music, popsicles, sign-making, reflective giveaways, and a "why safe streets matter" art table. After brief remarks, Koyama Lane will lead a colorful bike parade through downtown-before arriving at City Hall-to kick off the evening Council session where the resolutionis scheduled to be heard around 6:30 p.m. 

"Ten years ago, Portland pledged to become a Vision Zero city - and that commitment is more urgent than ever. Every Portlander deserves to make it home safely at the end of the day, and every traffic death is preventable," said Councilor Koyama Lane. "This resolution is about more than transportation projects - it's about protecting lives, especially our kids, our elders, and the communities who have been most impacted by traffic violence. By breaking down silos and bringing every City bureau to the table, we can build a future where safe streets are the rule, not the exception." 

Key Elements of the Resolution: 

  • Reaffirms Portland's existing commitment under past resolutions and action plans adopted in 2015, 2016, 2019, and the 2023-2025 update.  
  • Notes that even though Portland's High Crash Network is just 8% of all streets, it accounts for 62% of traffic deaths from 2018-2022.  
  • Recognizes disproportionate impacts on Black and Indigenous communities, and older adults, who are overrepresented among those killed or seriously harmed in traffic crashes.  
  • Commits the Deputy City Administrators of Public Works and Public Safety, co-led by Community & Economic Development, to convene a multi-bureau Vision Zero Task Force staffed with program and technical bureau staff.  
  • The Task Force will engage community advisory committees and subject matter experts, ensure alignment with external agencies (like ODOT, TriMet, Multnomah County), and will be charged with updating the Vision Zero Action Plan.  
  • It mandates annual reporting (and quarterly updates) to City Council on the progress towards zero traffic fatalities and serious injuries.
