Government supports Commission's objective to simplify EU digital regulation

On 29 January 2026, the Government submitted a communication to Parliament on the proposals of the European Commission and European Parliament for two regulations: the Digital Omnibus, which simplifies the EU's digital rulebook, and the Digital Omnibus on AI, which simplifies the implementation of the harmonised rules on artificial intelligence.

The European Commission presented the proposals for the Digital Omnibus and Digital Omnibus on AI on 19 November 2025. At the same time, it published the Data Union Strategy and a proposal for a regulation on European Business Wallets. In addition, the Commission launched a public consultation on the Digital Fitness Check, which examines the coherence of the EU's digital rulebook and its cumulative effects on businesses. The consultation is open until 11 March 2026.

Commission aims to ease digital regulation

The Digital Omnibus and Digital Omnibus on AI proposals are the first step in simplifying the EU's digital regulatory framework. The Commission seeks to ease regulation in the areas of data, data protection, cybersecurity and artificial intelligence, with a particular focus on reducing the administrative burden that EU regulation causes for businesses.

The Digital Omnibus Regulation would repeal several data-related provisions and integrate them into the Data Act. The proposal aims to ease the administrative burden associated with low-risk personal data processing and to simplify cookie rules. It would also introduce a single-entry point for incident reporting at EU level.

The objective of the Digital Omnibus on AI is to reduce the administrative burden on AI system providers and on bodies responsible for conformity assessment. The Commission also proposes enabling the use of certain special categories of personal data to detect bias in AI systems, extending transition periods and easing registration requirements for certain non-high-risk AI systems.

Government supports simpler regulation

In its communication to Parliament, the Government set out its positions on the Digital Omnibus and Digital Omnibus on AI proposals. The Government supports the Commission's objective to simplify regulation and considers it important that the EU's digital and cybersecurity rules form a coherent whole.

The Government also stresses the need for ambitious progress in the next phases of work. As part of the broader review of digital regulation (the Digital Fitness Check), the Government considers that substantial measures should be taken to further reduce administrative burden on businesses and to promote smoother everyday processes, competitiveness and legal certainty.

What's next?

At EU level, Member States and the European Parliament will form their positions on the Commission's proposals.

The Ministry of Transport and Communications will hold an open stakeholder discussion on 4 February 2026 on the Commission's Digital Fitness Check. Registration is open until 3 February 2026.
