WASHINGTON - The U.S. Attorney's Office for the District of Columbia, in partnership with the United States Marshals Service, reports a second year of city-wide operations to verify that sex offenders residing in the District remain compliant with the law, announced U.S. Attorney Jeanine Ferris Pirro and United States Marshals Service (USMS) Director Gadyaces S. Serralta.
The initiative, originally launched in October of last year, resulted in compliance checks on 883 sex offenders in 2025, with federal agents determining that 25 had failed to register. Nine of those individuals were classified as "Class A" offenders, meaning they had been convicted of extremely serious sexual assaults or had victimized multiple individuals.
Between August and September of this year, federal agents conducted compliance checks on 694 sex offenders. Based on those compliance checks, arrest warrants have been issued for 40 sex offenders for failing to register. 13 of the 40 are "Class A" offenders.
"My job as United States Attorney is to protect this community, especially our children, from repeat offenders who prey on the vulnerable," said U.S. Attorney Pirro. "Over two years, we've conducted more than 1,500 compliance checks, including 694 in just the last two months. If you ignore the law, we will find you, arrest you, and prosecute you."
"Sex offender registration is a legal obligation, not a choice," said U.S. Marshals Service Director Gadyaces S. Serralta. "Those who disregard the law should not expect to escape accountability. Working alongside the U.S. Attorney's Office and our law enforcement partners, we will continue to investigate violations, locate noncompliant offenders, and execute arrest warrants. This is not a one-time crackdown. It is a sustained commitment to protecting our communities and ensuring that those who violate the law cannot evade its consequences".
The Supreme Court recognized decades ago that the "risk of recidivism posed by sex offenders is frightening and high." Smith v. Doe, 538 U.S. 84, 103 (2003).
The United States Marshals Service and The Court Services and Offender Supervision Agency (CSOSA) have been aggressively pursuing non-compliant offenders since August 24, 2025. The offenders are now being prosecuted by the U.S. Attorney's Sex Offense and Domestic Violence and the Child Exploitation and Human Trafficking Sections.
The operation identifies the sex offenders in the District who are required to register with CSOSA, uncovers and investigates offenders who are out of compliance, and arrests and aggressively prosecutes absconders.
The operation is a high-priority project. The U.S. Attorney's Office has devoted substantial prosecutorial resources to these two operations; USMS has committed 28 Deputy U.S. Marshals from across the country, and CSOSA has likewise participated fully.
As of November 2, 2026, the Second operation has resulted in the following:
