The City of San Rafael ("City") has been testing the conversion of Embarcadero Way to a one-way street between Marina Court Drive and Mission Avenue ("Segment") for safety reasons.
City Staff is collecting community input through May 29, 2026, on Phase 2 of the Embarcadero Way Pilot. Click on the following link to access the survey: Phase 2 Embarcadero One-Way Conversion Pilot Project Survey .
The City will be implementing a two-way full closure of the Embarcadero Way Segment (Phase 3) beginning June 2026 through the end of Summer. The Embarcadero Way Segment closure will be a closure to vehicular traffic but open to bicycle and pedestrian traffic. During this time, additional travel data will be collected just as the previous phases and will be analyzed as part of a final report. City Staff will present the final report to City Council along with recommendations for the Embarcadero Way Segment. City Council will decide to convert Embarcadero Way to one of the four options described below based on data and feedback gathered:
