The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, today presented to the Council of Ministers the Foreign Action Report, which aims to give an account of the actions carried out, the objectives achieved and the resources mobilised during the 2024 financial year.
Albares highlighted the fulfilment of the commitments set out in the 2021-2024 Foreign Action Strategy, on which this report is based, reflecting four main areas of action.
In Europe, Spain strengthened its role by supporting Ukraine with a comprehensive response, including the signing of a security and defence agreement worth €1 billion. It also led the European position on Gaza, defending international law and recognising the State of Palestine on 28 May 2024, which has enabled other EU Member States to move in the same direction.
On the other hand, and in line with the promotion of multilateralism, Spain was elected member of the Human Rights Council (2025-2027), the Giga Technology Centre was launched in Barcelona, and this city was also selected as the venue for Mondiacult 2025. Likewise, respect for a rules-based international order was reflected in the defence of the jurisdiction of the International Criminal Court in the investigation into Palestine. In addition, Spain assumed the annual presidency of the UNRWA Advisory Committee.
The MFA also reaffirmed its commitment to strengthening bilateral relations through the new Spain-Africa Strategy 2025-2028, the holding of the Spanish-Portuguese Summit and a High-Level Meeting with Turkey, and the assumption of the pro tempore Secretariat for the organisation of the next Ibero-American Summit in 2026.
Finally, in relation to its commitment to development cooperation, the MFA promoted the International Conference on Financing for Development, which took place in Seville in June 2025, the Spanish Cooperation Master Plan 2024-2027 and the new Statute of the Aid Worker. Likewise, the AECID channelled more than €37.5 million in humanitarian aid to Palestine and contributed more than €100 million for Ukraine since the beginning of the conflict.
In the words of Minister Albares, 'Spain responded with a coherent foreign policy, with an identity of its own, aimed at strengthening our capabilities and defending cooperation, dialogue and respect for international law'.
The report was prepared by the Ministry of Foreign Affairs, European Union and Cooperation, in coordination with all the ministerial departments, agencies and public entities of the General State Administration with a presence abroad, as well as with the autonomous communities, autonomous cities and local entities, the latter represented by the Spanish Federation of Municipalities and Provinces.
