Jackson Flower ’25 Publishes Paper in the Penn Undergraduate Law Journal

Jackson Flower '25, legal coordinator with the U.S. Chamber of Commerce and German teacher in Arlington Public Schools, recently published a paper titled "Finding Fault in our Stars: Investigating Fault Liability for Satellite Collisions in Low Earth Orbit " in the Penn Undergraduate Law Journal.

Flower's article is based on his 2025 capstone project for the Law, Justice and Society program at Washington and Lee. His paper assesses liability for potential satellite collisions in low orbit given increased traffic in recent years. International law has a rule for handling these collisions, but it requires proving someone was at fault, and the rule has never been used in court because it is unclear what counts as fault. Flower discusses why the rule has not worked and suggests that the United Nations passes a resolution to clearly define what fault means, so the rule can be properly applied if a collision dispute were to occur.

Flower earned a bachelor of arts in global politics and German from W&L with a minor in law, justice and society.
