On January 22, 2026, Elevance Health President and Chief Executive Officer Gail K. Boudreaux testified before both the House Energy and Commerce and Ways and Means Committees on healthcare affordability, an issue that directly affects the people and communities we serve.
Healthcare affordability challenges reflect system-wide cost growth, with healthcare costs rising faster than inflation and the broader economy. In 2024, United States healthcare spending reached $5.3 trillion-growing 7.2% year over year and accounting for roughly 18% of gross domestic product. This growth is driven by higher utilization and increasing intensity of care, particularly in hospital services, physician services, and prescription drugs, and it affects families, employers, and taxpayers across all types of coverage.
Improving affordability requires addressing the drivers of healthcare costs themselves, while maintaining access to high-quality care. That means improving health outcomes, partnering with and supporting care providers, and reducing unnecessary administrative complexity across the system.
