Moses Barrow Promoted to Asst. Judicial Division Director Division II

Officials with the Division of Community Supervision have promoted Moses Barrow to Assistant Division Director in Judicial Division 2, effective Sept. 2, 2025.<_o3a_p>

In his new position, Barrow will oversee operations in Division 2, which covers 21 counties in the central portion of the state.<_o3a_p>

"I know that Moses will continue his great work with all the passion and dedication he demonstrates," said Leslie Cooley Dismukes, secretary for the Department of Adult Correction. His proven skills as a team leader and champion of public safety are great assets to this department."<_o3a_p>

"I am very pleased to promote Moses to this position," said Tracy K. Lee, deputy secretary for Community Supervision. "He's spent his entire career in Division 2 and knows it like the back of his hand. His experience and knowledge will serve the department well in this leadership position"<_o3a_p>

Barrow began his career with NCDAC in 2005 as a correctional officer at Hoke Correctional Institution. He began working with Community Supervision in 2012 as a probation/parole officer (PPO) in Robeson County.<_o3a_p>

Since that time, Barrow most recently served as a judicial district manager overseeing probation and parole operations in the 12th Judicial District, covering Cumberland County. Since 2005, he has also worked as a chief/probation parole officer (CPPO) in Scotland County and an assistant judicial district manager (AJDM) overseeing the 11th Judicial District, covering Harnett, Johnston, and Lee counties. During his career Moses has partnered with local and federal law enforcement agencies to oversee initiatives aimed at reducing violence.<_o3a_p>

A native of Irvington, New Jersey, Barrow earned a master's degree in criminal justice from Capella University. He also holds a bachelor's degree in criminal justice from Fayetteville State University and is a graduate of the NCDAC Correctional Leadership Development Program.<_o3a_p>
