Today, the High-Level Group on the Digital Markets Act (High-Level Group) successfully concluded its sixth Plenary meeting in Brussels, with a focus on advancing cooperation in EU digital regulations. The High-Level Group invited Professors Vicky Robertson, Orla Lynskey, and Belle Beems, who shared their expertise and insights on the future of digital regulation and the coordination between regulatory authorities.
The High-Level Group also exchanged updates on DMA enforcement actions and investigations, with a focus on Artificial Intelligence (AI) and cloud and on the application of other regulatory actions by national authorities concerning undertakings designated as gatekeepers.
Overall, today's meeting reflected the High-Level Group's collective priorities, which focus on driving tangible market changes through application of the DMA and other EU digital rules. The High-Level Group also discussed its working methods and how to effectively leverage national authorities' expertise, building on lessons learned from the enforcement of the Digital Services Act (DSA).
By facilitating collaboration across regulators with digital expertise, the High-Level Group aims to ensure coherent and effective implementation of EU digital frameworks, ultimately supporting innovation and fairness in the digital landscape.
Background
The DMA aims to ensure contestable and fair markets in the digital sector. It regulates gatekeepers, which are large digital platforms that provide an important gateway between business users and consumers, whose position can grant them the power to create a bottleneck in the digital economy.
On 23 March 2023, the Commission adopted a decision to establish a High-Level Group on the Digital Markets Act (DMA). The High-Level Group provides the Commission with advice and expertise to ensure that the Digital Markets Act and other sectoral regulations applicable to gatekeepers are implemented in a coherent and complementary manner.
The High-Level Group is composed by nominated representatives from the Body of the European Regulators for Electronic Communications (BEREC), the European Data Protection Board (EDPB) and the European Data Protection Supervisor (EDPS), the European Competition Network (ECN), the Consumer Protection Cooperation Network (CPC Network), and the European Board for Media Services (EBMS).
