JEFFERSON CITY, Mo.---The Missouri Public Service Commission (PSC) opened a working case to study and review current utility affordability programs available to customers, directing regulated public utilities to provide information on these programs.
In its order opening the working case, Commissioners said that representatives from the PSC, the Office of the Public Counsel, and any other interested stakeholders will have the opportunity to review current utility affordability programs designed for low-income and senior residential customers − and may work to make recommendations or engage in further dialogue regarding utility affordability programs.
Specifically, the Commission will evaluate possible efficiencies or changes to current programs and the consideration of additional programs designed to address the affordability of utility rates for low-income and senior residential customers; the possible establishment of uniformity and simplification of programs; special alternative residential customer rates or bill discounts contemplated by Senate Bill 4, which became law in August; and community outreach and customer education.
The Commission is requesting that all investor-owned electric, natural gas, water, and sewer corporations that operate an assistance program respond with information on their customer assistance programs by November 14, 2025. The public is invited to submit comments and view documents in the PSC's Electronic Filing Information System (EFIS), which can be accessed at www.psc.mo.gov.

The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, manufactured housing and modular units, water and sewer companies, and has limited authority over telephone providers in the state.
