ENTSO-E releases latest European Resource Adequacy Assessment

The analysis highlights the need for urgent action to avoid adequacy risks over the coming decade. Clear investment signals are needed to retain existing capacity in the market and to ensure the timely deployment of new capacity in the right locations.

The European Resource Adequacy Assessment 2025 (ERAA 2025) investigates whether the electricity system has sufficient resources to meet demand in the coming decade - also referred to as power system resource adequacy. The assessment draws on national and European energy binding targets, plans and projections. It considers a large set of possible events which could adversely impact the balance between supply and demand of electric power.

The report identifies several adequacy risks that need to be addressed. In the short- and mid-term (2028 to 2030), significant capacities are at risk of being decommissioned (6 to 8 GW). By 2035, some expansion of resources may be anticipated, but this remains uncertain and depends on investors' strategies. Measures such as additional capacity mechanisms may be required to ensure that sufficient capacity is available at the right location and in time. Europe must also accelerate the deployment of flexibility solutions and infrastructure, including interconnections.

ERAA 2025 - used in conjunction with national member states assessment - is based on the expertise of all European TSOs. TSOs support Member States and European authorities in their decisions for addressing adequacy risks.

ENTSO-E welcomes the feedback from stakeholders through a public consultation opened from today until 13 February 2026. The ERAA 2025 has been submitted to ACER for formal decision.
