Fong Announces $2.575 Million Investment in Cutting-Edge BioSynthetic Capabilities at China Lake

RIDGECREST, CA - Today, Congressman Vince Fong (CA-20) announced that the Naval Air Warfare Center Weapons Division (NAWCWD) at Naval Air Weapons Station China Lake has been awarded $2.575 million through the Department of War's Central Laboratory Investment Program (CLIP) to develop BioSynthetic Capabilities for Fuels, Polymers, and Energetics.

"NAWCWD China Lake is the most advanced military laboratory and test enterprise in the world," said Congressman Fong. "This investment reinforces the innovation from China Lake and ensures our community continues to lead the way. By building cutting-edge biosynthetic capabilities here, we are strengthening our domestic supply chains, reducing reliance on adversaries for critical materials, and ensuring our warfighters have access to the most innovative technologies available. This investment is a win for China Lake, the men and women serving our country at this critical installation, our local economy, and our national security."

This investment will help American scientists and engineers at NAWCWD China Lake develop new biological processes to manufacture the fuels, materials, and chemicals our military needs. Rather than relying on supply chains that run through China or other adversaries for critical materials, this technology allows us to grow and produce them ourselves using biological methods. It is a critical step in bringing the manufacturing of key defense materials back to American soil, using cutting-edge science to do it.

The CLIP award will fund the acquisition of advanced instrumentation, like robotics and high-throughput screening equipment, to enable the rapid discovery and creation of novel enzymes for producing fuels, polymers, and energetics. The new facility will directly support key Department of War programs including the Tri-Service Biotechnology for a Resilient Supply Chain (T-BRSC) program and the Distributed Bioindustrial Manufacturing Investment Program (DBMIP), both of which align directly with National Defense Strategy priorities.

Critically, this investment supports domestic production of chemical precursors that are currently sourced from adversarial nations, reducing vulnerability in defense supply chains. It also helps bridge the "valley of death" between early-stage enzyme discovery and the production of sufficient materials for further technical readiness testing. This gap has prevented laboratory breakthroughs from translating into real-world capabilities.

CLIP funds the development of high-priority science and technology infrastructure across the Department of War's research and engineering enterprise. Out of thirty proposals received nationally, NAWCWD China Lake's BioSynthetic Capabilities proposal was one of only four selected.
