REPORT on the proposal for the appointment of the Chairperson of the European Banking Authority

PROPOSAL FOR A EUROPEAN PARLIAMENT DECISION

on the proposal for the appointment of the Chairperson of the European Banking Authority

The European Parliament,

- having regard to the shortlist of qualified candidates for the position of Chairperson of the European Banking Authority drawn up by its Board of Supervisors,

- having regard to the Council's letter of 4 February 2026 proposing François-Louis Michaud as Chairperson of the European Banking Authority (C10-0020/2026),

- having regard to Article 48(2) and (3) of Regulation (EU) No 1093/2010 of the European Parliament and of the Council of 24 November 2010 establishing a European Supervisory Authority (European Banking Authority), amending Decision No 716/2009/EC and repealing Commission Decision 2009/79/EC[1],

- having regard to its resolution of 14 March 2019 on gender balance in EU economic and monetary affairs nominations[2],

- having regard to its resolution of 16 January 2020 on institutions and bodies of the Economic and Monetary Union: preventing post-public employment conflicts of interest[3],

- having regard to Rule 135 of its Rules of Procedure,

- having regard to the report of the Committee on Economic and Monetary Affairs (A10-0032/2026),

A. whereas the current Chairperson of the European Banking Authority resigned on 31 January 2026;

B. whereas Article 48(2) of Regulation (EU) No 1093/2010 provides that the Chairperson of the European Banking Authority is to be selected on the basis of merit, skills, knowledge of financial institutions and markets, and of experience relevant to financial supervision and regulation, following an open selection procedure which shall respect the principle of gender balance;

C. whereas, on 4 February 2026, the Council proposed to appoint, upon confirmation by the Parliament, François-Louis Michaud as Chairperson of the European Banking Authority for a term of office of five years, in accordance with Article 48(2) and (3) of Regulation (EU) No 1093/2010;

D. whereas, on 25 February 2026, the Committee on Economic and Monetary Affairs held a hearing with François-Louis Michaud, at which he made an opening statement and then responded to questions from the members of the Committee;

1. Approves the appointment of François-Louis Michaud as Chairperson of the European Banking Authority;

2. Instructs its President to forward this decision to the Council, the Commission, the European Banking Authority and the governments of the Member States.

EXPLANATORY STATEMENT

This report has been drawn up following the Committee on Economic and Monetary Affairs' exercise of the powers granted to Parliament under Regulation (EU) No 1093/2010, in particular Article 48 thereof, and following the Committee on Economic and Monetary Affairs' established procedures in the matter of appointments to regulatory and supervisory bodies in the economic and financial domain.

The rapporteur declares under her exclusive responsibility that she did not include in her report input from interest representatives falling within the scope of the Interinstitutional Agreement on a mandatory transparency register[4], or from representatives of public authorities of third countries, including their diplomatic missions and embassies, to be listed in this Annex pursuant to Article 8 of Annex I to the Rules of Procedure.
