Mayor Mike Johnston, in partnership with Councilman Chris Hinds, today announced the City and County of Denver will begin enforcing scooter and e-bike violations against Veo. The announcement follows a review by the City Attorney's Office that found non-compliance with some of the terms of the contract and the ordinance.
"We have a responsibility to keep our sidewalks safe and accessible," said Mayor Mike Johnston. "Veo riders should do their part by riding and parking responsibly and keeping sidewalks clear for pedestrians. We expect Veo to help reinforce expectations, and we will continue to hold the company accountable for ensuring riders follow the rules."
City ordinance prohibits riding on the sidewalk under most circumstances as well as improper parking, with the onus of responsibility on the micromobility provider. Beginning Nov. 1, Denver will begin the enforcement process. In the future, residents will be able to report issues regarding Veo directly to the city.
"Sidewalk riding has been illegal in Denver since before I took office. What changed on July 1 is that the law now puts the responsibility squarely on the operator, and gives the operator the technology to meet it," said Councilman Chris Hinds, who sponsored the ordinance and requested the City Attorney's review of Veo's contract. "Veo's own numbers showed more than 338,000 sidewalk riding events in its first two months. That is not a rider education problem. It is a compliance problem, and starting November 1 the city will treat it as one."
City staff and City Council have engaged with Veo on several occasions to address concerns. These conversations led to Veo announcing plans to begin issuing fines for sidewalk riding, establish additional parking corrals, and improve its sidewalk detection technology. While these are welcome steps forward, sidewalk riding remains an ongoing concern. The city will continue working with Veo to support compliance with applicable laws and the terms of its contract until compliance is achieved.
