Rutland Medicaid Service Provider Sentenced for Medicaid Fraud

The Attorney General's Office announced that Emily St. Peter, 48, of Rutland, Vermont, has pleaded guilty to one misdemeanor count of Medicaid Fraud after falsely billing Medicaid for caregiver services that she did not provide.

Ms. St. Peter entered her plea on May 21, 2026, in Vermont Superior Court, Rutland Criminal Division. The Court, Judge David Fenster presiding, ordered Ms. St. Peter to complete two years of supervised probation, repay $4,555.67 in restitution, and complete 30 hours of community service. In addition, Ms. St. Peter will be excluded from providing paid Medicaid services for five years.

The Medicaid Fraud and Residential Abuse Unit receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $1,497,780 for Federal fiscal year FY 2026. The remaining 25 percent, totaling $499,260 for FY 2026, is funded by the State of Vermont.
