WASHINGTON, DC - At the House Transportation and Infrastructure Committee Markup of the FY2026 Budget Reconciliation Bill, Congressman Ryan continued his fight to deliver a more affordable Hudson Valley. His amendment to the spending bill would have made it easier and less expensive to build housing near transit hubs. A video of Ryan's remarks on housing is linked here. Since 2020, single-family home prices in NY-18 have risen by 47.1%, with rents in Ulster, Orange, and Dutchess Counties increasing by 15% last year alone.
"I hear it from folks every day - costs, especially housing costs - are still way too high. I'm pushing through the bureaucracy, cutting the red tape, and rising above the politics to build a more affordable Hudson Valley with every tool at my disposal," said Congressman Pat Ryan."We need to remove the barriers that are making it harder to build, not put more up, especially when it comes to transit-oriented housing, which is crucial in our region. I'll keep fighting like hell to bring down costs for your family and for mine."
The full text of Ryan's amendment is included below:
Bringing Down Housing Costs: The Secretary of Transportation may not update guidance documents or implement new policies under the transportation infrastructure finance and innovation program established under sections 602 through 609 of title 49, United States Code, that would-(1) increase the difficulty of recipients of assistance under such program to build housing units near transit hubs; or (2) increase the cost of building such housing units.
Lowering costs, specifically when it comes to the price of housing, is Congressman Ryan's top priority. Since 2020, single-family home prices in NY-18 have risen by 47.1%. Rent has increased by 15% in each of the three counties Ryan represents. Part of Congressman Ryan's first legislation this Congress was his Bold Housing Agenda, an all-of-the-above approach to tackling the affordability crisis in housingwhile eliminating red tape and reducing government waste.
When the Trump Administration announced sweeping cutsat the Department of Housing and Urban Development (HUD), reducing their staff by 84%, Congressman Ryan raised the alarm on the dozens of Hudson Valley families who would lose their homes. He rallied the communityto keep kids, veterans, and disabled people in their homes and restore the majority of the housing contracts- but the fight to keep the entire program afloat continues.
Additionally, Congressman Ryan helped pass the Tax Relief for American Families and Workers Act of 2024, which would increase the Low-Income Housing Tax Credit, and develop more than 200,000 affordable housing units. Ryan has also championed housing in his federal Community Project Funding nominations and awards, securing $1 million for the Rumshock Veterans Foundation to tackle veteran homelessness and $1 million for the Chester Agricultural Center to construct its farmworker housing project. In the fall of 2023, he secured $199,000 for HONOR to provide emergency housing and services for youth facing homelessness in Orange County. Congressman Ryan secured over $6 million in water infrastructure-related funding that would enable the construction of more housing in the Hudson Valley.
