Request for Qualifications Issued for Pilla Park Project

The City of Eudora requests qualifications for services related to the redevelopment of Pilla Park. The City received notice of its successful application for State of Kansas CDBG funds in the amount of $650,000 for this project. The selected firm will provide processional services, including:

• Incorporate features included in the 2025 Eudora Parks & Recreation Master Plan and reference conceptual renderings for Pilla Park which were informed by community surveying and resident feedback
• Complete necessary field work (surveying, topography, etc.)
• Conduct at least two community meetings to further collect resident input on features for the park
• Work with City staff on the selection and placement of new park features and amenities
• Ensure compliance with ADA and other applicable standards
• Coordinate with the City and CDBG requirements, including regular communication with the City's grant coordinators at Governmental Assistance Services (GAS)
• Prepare final design and engineering documents, including but not limited to:
  • Construction contract documents
  • Plans and specifications
  • Construction bid administration
  • Pre-bid and pre-construction meetings
  • Construction inspection and concrete testing
  • Coordination with CDBG Grant Consultant

Each respondent must submit five copies of the proposal materials in a sealed envelope bearing on the outside:

• Name of firm
• Full Address
• Title Identified on Envelope: "Eudora Pilla Park Project"

Sealed envelopes must be received by the City Clerk's Office no later than October 10, 2025 at 4:30pm. If forwarded by mail, the sealed proposal materials must be delivered to: Kelly Delay, City Clerk Eudora City Hall 4 E 7 St. | PO Box 650 th Eudora, Kansas 66025.

Upon receipt of all proposals, staff will review to determine the proposal packet's completeness and alignment with the goals of the Pilla Park Redevelopment Project. Firms will be graded based on the following factors:

• Experience and qualifications
• Understanding of the project and approach
• Timeline feasibility
• References and past performance

Following staff review, qualified firms may be invited to participate in further interviews with a stakeholder committee prior to a recommendation being made to the Eudora City Commission for review and final approva.
