Agenda: budget funding for road development in Crimea, additional financing for subsidised mortgage programmes, pensions for residents of the new regions, assistance to residents of border regions who have lost their homes, and preferential corporate income tax rates for animation companies.

Mikhail Mishustin's opening remarks:

Good afternoon, colleagues,

Before we turn to the Government meeting agenda, I would like to mention a decision to support the regions and develop their infrastructure, which directly affects industrial and tourism growth and, of course, people's quality of life. I am referring to roads, which form the backbone of the country's transport network and ensure reliable logistics.

The Government pays close attention to this area. We are developing both major federal motorways and the regional and local road networks connected to them. These roads are particularly important for residents, who use them every day to travel to kindergartens, schools, clinics and hospitals. They are also essential for the delivery of goods. This work is underway in every region of the Russian Federation as part of the Infrastructure for Life national project.

In accordance with the President's instructions, we are continuing to develop access roads to the Black Sea and Sea of Azov coasts in Crimea. An additional 3.5 billion roubles will be allocated to reconstruct the road section between Perevalnoye and Alushta, which connects the Tavrida Motorway, running from the Crimean Bridge to Simferopol and Sevastopol, with the Black Sea coast. The additional funding will help maintain the pace of construction. The project will improve transport links between communities in Crimea and make travel around the peninsula more comfortable for tourists.

Now, let us turn to the agenda. The first item concerns helping people improve their housing conditions. Many rely on mortgage loans to purchase a home, and government-supported mortgage programmes have proved effective. The Government will allocate an additional 157 billion roubles to finance these programmes. Nearly 66 billion roubles will go towards the Family Mortgage programme, which enables families with children to purchase an apartment or house. In accordance with the President's instructions, this programme has been extended until 2030.

Approximately 6 billion roubles will be allocated to the Far Eastern and Arctic mortgage programme, while another 85 billion roubles will be used to subsidise interest rates on loans previously issued under the preferential mortgage programme, which has now ended.

Federal funding will ensure that all obligations to banks are met in full. People who are only now considering taking out a mortgage will also be able to benefit from the existing programmes. We expect these government support measures to help millions of families resolve their housing issues.

As the President has noted, housing is one of the most important and sensitive issues in the life of every person, every citizen and every family. The well-being and social morale of our people depend on how these issues are resolved.

I would ask Mr Khusnullin (addressing Marat Khusnullin) and Mr Siluanov (addressing Anton Siluanov) to personally oversee this matter.

Today's agenda also includes a substantial set of issues concerning the Donetsk and Lugansk People's Republics and the Kherson and Zaporozhye regions. The President has emphasised the need to bring these regions up to the national average across key indicators within the next five years.

The Government is implementing a comprehensive set of measures to ensure the gradual integration of Donbass and Novorossiya into the country's legal framework. These include measures to maintain the regional budgets stable and balanced. To that end, more than 16 billion roubles have been allocated for this purpose this year. The funds will be used to finance pension payments to local residents.

Today, we will allocate a further 8.2 billion roubles for these purposes to ensure that all our social obligations to residents are met in full in the fourth quarter of this year.

Border regions also need support. An additional 2 billion roubles will be allocated to the Belgorod Region to help residents who have lost their homes build new houses or purchase apartments.

I ask the Ministry of Finance and the Ministry of Construction to ensure that these funds are transferred to the region without delay so that people receive the assistance they are entitled to in a timely manner.

The Government continues to support the domestic film industry, including animation. Animation is a unique form of cinema, enjoyed by audiences of all ages, particularly children.

In accordance with the President's instructions, the corporate income tax rate for domestic animation companies will be reduced to 3 percent. To qualify for this benefit, companies must be included in the relevant register for a period of five years. Last year, the register contained more than 70 companies.

The new measure will take effect in 2027. We expect this decision to make animation companies more attractive to investors and encourage the production of more high-quality Russian animated films for family audiences, available in cinemas, on television and through online platforms.
