On the evening of Monday, June 16, 2025, the Portland Police Bureau (PPB) monitored the South Waterfront for criminal behavior. The local U.S. Immigration and Customs Enforcement facility is in this neighborhood, and it has been the scene of protest activity over the last week. As a reminder, PPB does not engage in immigration enforcement as outlined in PPB Directive 810.10, but is still responsible for maintaining public safety and enforcing state laws.
PPB activated an Incident Command Team that managed a number of resources that included Dialogue Liaison Officers, Rapid Response Team, Mobile Field Forces, Sound Truck, Air Support Unit, and partners.
No criminal behavior requiring PPB's intervention was observed until just before 11:00 p.m. when officers spotted a suspicious vehicle traveling the wrong way down the street and failing to stop at a traffic control device. Officers stopped the vehicle and arrested 31-year-old Jeffrey Brooks for DUII. Before his expected transport to the Multnomah County Detention Center, Brooks was taken to an area hospital for a medical evaluation. PPB made no other arrests.
PPB members continue to conduct follow-up investigations into criminal activity over the course of the last week and forward cases to the Multnomah County District Attorney for prosecution when feasible. As a reminder, just because arrests are not made at the scene, when tensions are high, that does not mean that people are not being charged with crimes later.
