The Fourth Thematic Conference Following the Peace Summit Was Dedicated to the Peace Formula Point on Preventing Escalation of the War

Head of the Office of the President of Ukraine Andriy Yermak took part in a thematic online conference dedicated to Point 9 of the Peace Formula "Preventing escalation of war and repetition of aggression." This conference was the fourth in a row, and the results of each such event will be used to formulate proposals for the second Peace Summit.

The meeting was attended by representatives of 66 states and international organizations. The Ukrainian side was also represented by Deputy Head of the Presidential Office Ihor Zhovkva, Deputy Foreign Minister Yevhen Perebyinis, Deputy Minister of Defense for European Integration Serhiy Boyev, and Advisers to the Head of the Presidential Office Dariia Zarivna and Oleksandr Bevz.

Andriy Yermak stressed that the existing global security architecture failed to offer effective means of preventing Russian aggression. According to him, the war in Ukraine has global implications, threatening nuclear, food, energy and environmental security.

"We need a renewed security architecture based on international law and backed by Ukraine's own defense capabilities. This system should cover not only the military component, but also sanctions, financial assistance, investment and broad cooperation in various fields," the Head of the Presidential Office said.

He also noted that Ukraine is working with its partners to update the security architecture, which should help deter and stop aggression around the world.

Ihor Zhovkva, Deputy Head of the Office of the President, noted that 32 states have already joined the 2023 G7 Joint Declaration on Support for Ukraine.

"In total, as a result of signing 26 bilateral security agreements, we have about 40 billion in declared military aid for Ukraine in 2024 alone," he added.

Timothy Barrow, National Security Adviser to the Prime Minister of the United Kingdom, emphasized that partner states should support Ukraine on its path to a just peace and develop a mechanism to prevent future aggression. The United Kingdom is a co-leader of Point 9 of the Peace Formula and was the first country to sign a bilateral security cooperation agreement with Ukraine based on the G7 Joint Declaration.

The conference resulted in a Joint Communiqué, the text of which is available below. The Communiqué reflects the states' vision of preventing escalation and repetition of aggression as a system of measures that includes bilateral and multilateral security commitments and agreements, strengthening of Ukraine's defense capabilities, effective implementation of the policy of deterring future aggression, in particular by the restoration of Ukraine's territorial integrity, compensation for damages, sanctions policy, and a mechanism for responding to the risk of new aggression. In addition, the participants stressed that Ukraine has embarked on an irreversible path towards full Euro-Atlantic integration within the framework of its sovereign right.
