Josephine County, OR - The Josephine County Board of Commissioners conducted multiple public meetings this week focused on natural resource management, public infrastructure, workforce development, public safety communications, County operations, and long-range organizational planning.

On June 29, the Board held a General Discussion with representatives of the Murphy Irrigation District regarding the proposed removal of the Murphy Diversion Dam. Commissioners received historical, engineering, financial, and environmental information regarding the project and discussed potential alternatives that could preserve dependable irrigation service while addressing regulatory and environmental objectives. Representatives of the Murphy Irrigation District, Public Works, and members of the public participated in the discussion, with Commissioners expressing support for continued coordination with state and federal agencies to evaluate potential solutions that balance agricultural, environmental, and community interests.

During the June 30 Administration Workshop, the Board approved an amendment to the County's Intergovernmental Agreement with the Oregon Department of Consumer and Business Services, allowing the Assessor's Office to continue providing manufactured home transaction services on behalf of the State.

Public Works presented several operational matters, including final approval of a change order associated with the successful completion of the former Public Works fuel station decommissioning project following additional environmental testing. Commissioners also approved purchase of replacement self-propelled street brooms that had been included within the Fiscal Year 2026-2027 budget and discussed opportunities to improve purchasing efficiencies while maintaining appropriate Board oversight of significant capital expenditures. The Board chose to postpone consideration of a broader exemption for recurring Public Works invoices pending additional review.

Commissioners also continued discussions regarding organizational improvements within County government. The Board reviewed a proposed reorganization separating Information Technology and Emergency Management into independent departments, discussed future organizational placement of the Firewise Program, and requested additional revisions before formal consideration. Planning staff also presented recommendations regarding continued suspension of mineral exploration permit and mining lease applications while revisions to the County's Mining Ordinance remain under review. Commissioners directed staff to prepare a revised Board Order for future consideration.

At the July 1 Weekly Business Session, the Board approved the Consent Calendar, including minutes from numerous meetings conducted during the previous week. Public testimony included comments

regarding Independence Day celebrations, Firewise organizational planning, and recognition of Pride Month. Commissioners concluded the meeting by encouraging residents to celebrate the Fourth of July safely while remaining vigilant during the ongoing wildfire season.

During the July 2 Administration Workshop, the Board focused extensively on workforce development, employee recruitment, and long-term organizational planning. Human Resources presented the results of a comprehensive compensation study for the Forestry Department, identifying recruitment and retention challenges affecting several Forestry classifications. Commissioners expressed support for updating classifications and compensation structures to improve competitiveness while maintaining responsible fiscal stewardship. Personnel requisitions were also approved for the newly established Law Library Assistant position and several Sheriff's Office vacancies.

The Board authorized renewal of the County's property, liability, and workers' compensation insurance coverage to ensure uninterrupted protection for County operations during the coming fiscal year. Commissioners also discussed implementing regular department performance presentations to improve communication, accountability, and long-range organizational planning throughout County government.

A significant portion of the July 2 workshop focused on the County's public safety radio communications system. Commissioners reviewed a recently completed system assessment identifying aging infrastructure and reliability concerns affecting emergency communications. Discussion included potential grant opportunities, financing options, and development of a long-term replacement strategy to modernize the County's communications network supporting law enforcement, emergency management, Public Works, and other essential public services. Commissioners directed staff to provide ongoing updates as replacement planning continues.

Throughout the week, Commissioners continued working with County departments, community partners, and local stakeholders on matters involving public safety, infrastructure, workforce development, natural resource management, and organizational planning. These discussions reflect the Board's continued commitment to strengthening County operations while responsibly planning for Josephine County's long-term future.
