Wood’s Orchard plan approved; Council recognizes civic milestones

July 10, 2025 - Hampton City Council moved forward with a major redevelopment initiative and celebrated several civic milestones during its July 9, 2025, legislative session.

At its July 9, 2025, legislative session, Hampton City Council approved a trio of proposals that will allow for the redevelopment of the former Wood's Orchard site into a multifamily housing community:

  • Community Plan Amendment No. 25-0102 was approved, changing the land use designation from Low-Density Residential to High-Density Residential.
  • Rezoning Application No. 25-0148 was approved, rezoning 10.18 acres at East Mercury Boulevard and Woodland Road to Multifamily Residential (MD-4) with conditions.
  • Use Permit No. 25-0149 was approved, authorizing the construction of approximately 316 apartment units and associated amenities.

The approvals followed a recommendation from the Planning Commission and a staff analysis outlining the project's alignment with the city's housing and economic goals. The project includes sustainability measures and the preservation of large trees in the impacted area.

Also during the meeting:

  • Council issued proclamations honoring Colonel Matthew R. Altman, USAF, and recognizing Hampton's storytelling community.
  • A proclamation was officially read, designating July 26, 2025, as the Americans with Disabilities Act 35th Anniversary Day, marking 35 years of progress toward equity for all.
  • Mayor Jimmy Gray read a special proclamation in celebration of Hampton's 415th birthday.
  • The Mayor and Council also formally recognized the City of Hampton's delegation that traveled to Denver and brought home the city's fifth All-America City Award.
