New York Building Congress Strengthens Statewide Impact With Opening of New Albany Office; First for 104-Year-Old Organization Outside New York City
New location underscores continued influence of the Building Congress in shaping statewide built environment and infrastructure policies, sets up broadening of NYBC's ambitious agenda
New York & Albany, N.Y. (January 15, 2026) - The New York Building Congress today announced the opening of a new office in Albany, strengthening its statewide presence and reinforcing its commitment to supporting and growing the built environment across New York State and beyond. The new office will deepen the organization's engagement with state policymakers and industry stakeholders on issues including housing, transportation, infrastructure investment, workforce development, and economic growth.
"Establishing a permanent presence in Albany reflects the importance of state-level decision making in shaping the future of New York," said Carlo A. Scissura, President & CEO of the New York Building Congress. "This expansion allows us to more effectively advance policies that support responsible development and create opportunities for communities across the state. We are excited to continue growing our efforts to build a better New York for all."
The Building Congress' Public Affairs team will use the office as a base to conduct weekly business in the capital, in addition to the organization's Annual Delegation Trip (Feb. 24-26, 2026), meetings with legislators and staff, and testimonies before Joint Committees.
The office will be situated within the Albany headquarters of the New York State Building and Construction Trades Council, with convenient access to the State Capitol, Legislative Office Building, and entire Empire State Plaza complex. The shared space will allow the Building Congress to work more closely with labor, business, and civic leaders statewide, ensuring the construction industry has a strong and consistent voice in legislative and regulatory discussions that impact projects and jobs throughout New York.

The move is the first in a series of strategic growth initiatives for the Building Congress, with future expansions and development eyed for the coming years in order to solidify its reach nationally to match the work being done by NYBC's 500+ member organizations coast-to-coast. The Building Congress will mark its 105th anniversary this April.
