Deborah Rohrbough named City Auditor

October 30, 2026

Tenure to start November 2, 2026

The Norman City Council approved a city auditor employment agreement for Deborah Rohrbough at the City Council meeting of October 27. She is set to begin work on November 2.

Rohrbough is a Certified Public Accountant (CPA) and Certified Internal Auditor (CIA) with extensive experience in government auditing, accounting and financial management. Her career has included positions with federal, state, county and municipal government agencies, most recently serving as Senior Financial Services Manager for the City of Oklahoma City Utilities Department.

As the City of Norman's independent city auditor, Rohrbough will be responsible for performing a broad program of operational analyses - including financial, operational and performance audits - and for serving as the City's internal process-improvement, operational-risk and efficiency-advisory partner. She will apply continuous-improvement methods, workflow analysis and risk-based techniques in order to strengthen City services, reduce waste and enhance transparency.

"I love learning how organizations operate, asking questions and finding opportunities to make things better," Rohrbough said. "The most rewarding part of auditing is working with people to develop practical solutions that make a meaningful difference."

The position of the city auditor is one of three positions citywide that is appointed by, and reports to, the City Council. The position was established following a vote of the people in 2022.

"My experience in both auditing and financial management has given me a broad understanding of government operations, internal controls and the challenges public agencies face," Rohrbough said. "I look forward to bringing that perspective to the City of Norman."

The Office of the City Auditor will be located at the Development Center of the Municipal Complex. Residents can expect information and report sharing from the city auditor at Finance Committee meetings of the City Council on the third Thursday of every month at City Hall.
