County Road 209 Riverside resurfacing (Green Cove Springs)- Crews anticipate beginning a milling and resurfacing project on County Road 209 Riverside from US 17 to Ivey Lane in late February to early March. Anticipate daytime, single-lane closures once work begins. The project could take up to 3 weeks to complete.

County Road 220 and Town Center Boulevard Resurfacing (Fleming Island) - Crews will begin resurfacing County Road 220 from U.S. 17 to Arena Road the first week of February. Drivers should expect nighttime lane closures and traffic shifts during construction. Work is anticipated take up to three weeks to complete.

Doctors Lake Drive resurfacing (Fleming Island/ Orange Park) - Crews will begin a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue in early 2026. We will provide updated start dates as soon as plans are finalized.

Old Jennings Road/ Long Bay Road new traffic signal / intersection improvements (Middleburg) - Crews will soon begin installing a new traffic signal and making improvements at the intersection of Old Jennings Road and Long Bay Road in Middleburg. Work is anticipated to begin in late February to early March.

New County Projects

Doctors Lake Drive paving and sidewalk repairs (Orange Park)- Anticipate a daytime lane closure on Doctors Lake Drive from February 4-6, between Shenandoah Drive East and Greenridge Road, for milling, paving, and sidewalk repairs. Work will take place daily from 9:00 a.m. to 4:00 p.m.

East-West Parkway/County Road 220 Intersection Improvements (Fleming Island)- Construction begins February 2 on the East-West Parkway/CR 220 intersection to improve traffic flow and safety. The project includes lane extensions, pavement markings, and signal upgrades. Anticipate single travel lanes and traffic shifts for up to 90 days.

Ongoing County Projects

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Widen the roadway to four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks from CR 315B to US 17 and from CR 315 to south of Peters Creek Bridge. Drivers should expect single-lane closures, delays, and occasional weekend work through spring 2027. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3B (Lake Asbury) - This project involves widening and realigning the east end of Sandridge Road (CR 739B) where it connects to County Road 209B, along with operational improvements at the County Road 209 and County Road 209B intersection to improve traffic flow and safety. Motorists should expect a reduced 25 mph speed zone and day and night work. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

  • Update January 23, 2026: TRAFFIC ALERT on Russell Rd. / Sandridge Rd. Starting February 5, 2026, the Sandridge Road entrance to Anabelle Island will be closed. All traffic must use the Russell Road entrance/exit for the next several weeks. Eastbound and westbound traffic on Sandridge Road will NOT use the Russell/Sandridge intersection. All traffic will be diverted to the new roadway. Drivers can expect single-lane traffic with flaggers and intermittent stops. Expect delays and heavy congestion - use an alternate route if possible.

County Road 218, Bonded Transportation Program project #1 (Middleburg) - Widen and reconstruct a 2.7-mile roadway from Masters Road to Pine Tree Lane into four lanes with a median, turn lanes, curbs, gutters, sidewalks, and bike lanes, and resurface the road from Cosmos Avenue to Pine Tree Lane. Drivers should expect lane closures, traffic shifts, and a 25 mph speed limit throughout the work zone. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

County Road 218/Spencer Industrial Drive intersection improvements/paving (Clay Hill) - Anticipate intermittent, daytime, single-lane closures with flaggers beginning Monday, June 16, on County Road 218 at Spencer Industrial Drive for intersection improvements and turn lane installation. Work could take up to 260 days to complete.

County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Work began in December 2025 with Phase 1, including intersection improvements at Rideout Ferry Road. Phase 2 started January 20 and includes construction of a new four-lane bridge over Little Black Creek. Both phases are expected to be completed in late 2026, with detours in place throughout the project. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

  • Beginning the second week of January, the eastbound right-turn lane on County Road 220 at Henley Road will close for about 25 days. Traffic in all directions will be reduced to one lane, with adjusted signal timing. Phased paving will begin January 19 for about two weeks; all directions will remain open, but delays are expected with flaggers directing traffic. Motorists should plan for delays and consider alternate routes.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.

Jefferson Avenue closure (Orange Park) - In June the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted.

Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- Construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days. Please observe the 25 mph speed limit on Live Oak Lane and drive safely.

Town Center Boulevard Drainage Improvements (Fleming Island)- Crews are replacing a failing 24-inch drainage pipe north of Cypress Glen Drive, closing the road between Covington Lane/Heritage Oaks Court and Cypress Glen Drive for about 45 days. Daytime lane closures, traffic shifts, and sidewalk closures are in place, with a marked detour and temporary sidewalk available. Crews plan to begin paving, striping, and sodding on February 5, weather permitting.

Walburg Street closure (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.

Sidewalk Projects

Choctaw Trail sidewalk installation (Middleburg) - Install a new five-foot-wide, 2,000-foot sidewalk with two ADA ramps along Choctaw Trail in Middleburg from Chief Ridaught Trail to Apalachicola Boulevard. Anticipate daytime single-lane closures and lane shifts. Work began January 26 at Harrison Avenue and Logan Street (30 days), with the next section on Choctaw Trail starting February 27 for an additional 30 days.

Evergreen Lane sidewalk installation (Lakeside/Middleburg) - Construction began the week of December 2 near Doctor's Inlet Elementary School as part of the Safe Routes to School program. The project will expand sidewalk connectivity along several nearby streets to improve pedestrian and bicycle safety and help reduce school traffic. Drivers should expect intermittent daytime single-lane closures and traffic shifts during construction.

Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished.

U.S. 301 (State Road 200) from County Road 218 to I-10 (Maxville)- Daytime lane closures Monday through Feb. 7 from 9 a.m. to 7 p.m. for road work.

First Coast Expressway (FCE) Work FDOT

FDOT First Coast Expressway North - State Road 23 from State Road 21 to north of State Road 16 (Middleburg)

  • First Coast Expressway (State Road 23) at Henley Road (Lake Asbury)- Nighttime northbound on-ramp lane closure Monday, and nighttime southbound off-ramp lane closure Wednesday from 10:30 p.m. to 5 a.m. for equipment maintenance.

FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs)

  • State Road 16 at State Road 23 (Pier Station) - Daytime lane closures weekdays from 7 a.m. to 5 p.m. for road work.
