City of Yuma to Present Proposed FY 2027 Budget and Capital Improvement Program

The City of Yuma will present its Proposed Fiscal Year 2027 Budget and Five-Year Capital Improvement Program (CIP) to the City Council during a work session on Tuesday, May 5 at 5:30 p.m. in the Council Chambers.

The proposed budget reflects the City's continued commitment to fiscal responsibility, service delivery, and long-term planning. In recognition of America's upcoming 250th anniversary, this year's theme-"Celebrating Our Past. Investing in Our Future."-connects Yuma's history with a continued focus on meeting current needs and preparing for future growth.

The FY 2027 budget is balanced, with recurring revenues exceeding recurring operational expenditures, and totals approximately $570.8 million across all funds, including capital investment through the City's Capital Improvement Program (CIP).

"This proposed budget reflects a thoughtful and balanced approach to meeting the needs of our community today while planning for the future," said Acting City Administrator Jay Simonton. "We continue to invest in public safety, infrastructure, and quality of life, while remaining mindful of the fiscal challenges ahead."

The proposed budget and CIP prioritize investments in public safety, infrastructure, and quality of life, including:

  • Public safety staffing and facility improvements
  • Roadway and neighborhood infrastructure upgrades
  • Parks, recreation, and community amenities
  • Employee recruitment and retention
  • Planning efforts to support housing and future growth

The proposed FY 2027-2031 CIP includes approximately $220 million in planned investments for FY 2027, with key projects such as the redevelopment of Hotel Del Sol, expansion of the Desert Dunes Water Reclamation Facility, East Mesa Park improvements, and major pavement replacement projects.

Arizona's Expenditure Limitation (AEL) continues to impact how the City can use available funds, even when revenues are available. The City is preparing for a potential ballot measure in November 2026 and will continue providing information to the public on this issue.

The public is encouraged to attend the May 5 work session and all City Council meetings to stay informed. Residents may provide public comment during regular City Council meetings as part of the decision-making process. City Council meetings are held on the 1st and 3rd Wednesdays of the month at 5:30 PM in the Council Chambers.

The May 5 work session marks the beginning of the Council's review process, with additional discussions and formal adoption to follow in the coming weeks.
