The President of the Government of Spain, Pedro Sánchez, has announced nine additional measures "to stop the genocide in Gaza, prosecute its perpetrators, and support the Palestinian people". He did so in an institutional declaration delivered at the Moncloa Palace, in which he pointed out that the military operation launched by the Israeli government in October 2023 in response to the Hamas terrorist attacks "has ended up becoming a new wave of illegal occupations, and an unjustifiable attack against the Palestinian civilian population".

"The Government of Spain believes that it is one thing to protect your country and quite another to bomb hospitals and starve innocent children," stressed the President of the Government of Spain, who went on to give a breakdown of the figures for Israeli attacks on Gaza: 63,000 dead, 159,000 injured, 250,000 people at risk of acute malnutrition, and nearly two million people displaced from their homes, half of them children. "This is not defending yourself. It is not even attacking. It is the extermination of a defenceless people. It is breaking every aspect of humanitarian law," he added.

Nine additional measures

The President of the Government of Spain recalled that Spain has already adopted various measures in recent years to try to achieve an end to the violence and to support the civilian population; among them, promoting several UN resolutions to demand a permanent ceasefire, supporting the action of the International Criminal Court and the International Court of Justice, sending humanitarian aid to Gaza whenever possible, stopping the sale of military equipment to Israel, increasing economic support for the United Nations Agency for Palestine Refugees, and promoting international recognition of the Palestinian State and the creation of a Global Alliance to implement the two-state solution.

The new measures to be adopted by the Government of Spain include:

  • The urgent approval of a Royal Decree Law that legally consolidates the arms embargo on Israel that has been in place since October 2023, establishing a legal and permanent ban on the purchase and sale of arms, ammunition and military equipment to that country.
  • Ban on transit through Spanish ports for all ships carrying fuel for the Israeli armed forces.
  • Denial of entry into Spanish airspace of all state aircraft transporting defence material destined for Israel.
  • A ban on access to Spanish territory for all persons directly involved in the genocide, human rights violations and war crimes in Gaza.
  • A ban on the import of products from illegal settlements in Gaza and the West Bank, with the aim of combating these occupations, stopping the forced displacement of Palestinian civilians, and keeping the two-state solution alive.
  • Limitation of consular services provided to Spanish citizens residing in illegal Israeli settlements to the minimum legally required assistance.
  • Reinforcement of Spanish support to the Palestinian Authority through an increase in the number of Spanish troops in the EU Border Assistance Mission in Rafah and the establishment of new cooperation projects with the Palestinian Authority in the areas of agriculture, food security and medical assistance.
  • Extension of the Spanish contribution to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) with an additional 10 million euros for the relief of the Gazan population.
  • Increase in humanitarian aid and cooperation for Gaza to reach 150 million euros by 2026.
