HACP to Make Changes to Its Portability Policy — Effective Aug. 1, 2026

Effective Aug. 1, 2026, the Housing Authority of the City of Pittsburgh (HACP) will no longer absorb incoming portability families.
Instead, the HACP will administer all incoming portability families under a billing arrangement. The initial Public Housing Authority (PHA) will remain responsible for paying the Housing Assistance Payment (HAP) and administrative fees in accordance with HUD portability regulations.
This policy change applies to all incoming portability moves received on or after Aug. 1, 2026.
Families received by HACP prior to this effective date will not be impacted.
