(Washington, D.C.)- Congressman James Moylan is co-leading H.R.7593, the Reserve Forces Travel Fairness Act, bipartisan legislation that would require reimbursement for rental car expenses incurred by reservists who travel more than 150 miles from their permanent residence to attend required military training.
For reservists in Guam, attending mandatory training can require long-distance travel and additional transportation costs. Due to Guam's geographic isolation and limited transportation options near certain training locations, service members may have no practical alternative but to rent a vehicle-paying out of pocket simply to report for duty.
These added expenses place unnecessary financial strain on those who are already balancing civilian careers, family responsibilities, and military service.
Under the bill, reimbursement would apply for the full period of required training, as well as a travel day immediately before or after that duty period. The legislation directs the Department of Defense to update its travel policies within 180 days of enactment to implement the change.
By ensuring reimbursement for necessary transportation expenses, the bill removes a financial burden tied directly to mandatory service and supports overall readiness. As Guam continues to play a critical role in U.S. defense strategy in the Indo-Pacific, strengthening and supporting our Reserve forces directly strengthens national security.
"We expect our reservists to maintain the same standards of readiness as active-duty forces," said Congressman Moylan."When they are ordered to travel long distances for mandatory training, the system should fully support that requirement. This bill ensures policy aligns with the operational demands we place on our service members."
