Abstract
The Financial Action Task Force (FATF) and the Asia/Pacific Group on Money Laundering (APG) organize annual training courses to develop a pool of qualified candidates for future assignments as assessors in the FATF Fifth Round of Mutual Evaluations and the APG Fourth Round of Mutual Evaluations. These courses are open to personnel nominated by the member jurisdictions of the FATF and the APG.
The training course referred to in this report was jointly organized by the FATF, the APG, and the Government of Australia, and was held in Brisbane, Australia, from 17 to 21 November 2025. The primary objectives of the course were to enhance participants' understanding of the mutual evaluation process, to outline key differences between the current and previous round of Mutual Evaluations, and to strengthen participants' practical competence through exercises on technical compliance assessment, effectiveness assessment, report drafting, mock interview, and mock plenary discussions. Through these activities, participants obtained a comprehensive understanding of the roles and responsibilities of assessors and gained practical insight into situations that may arise in the course of a mutual evaluation.
Participation in this course provided valuable insights into current trends and priorities in mutual evaluation practices and offered useful references for further improvement of the national anti-money laundering and countering the financing of terrorism (AML/CFT) framework. It is recommended that we could continuously assign personnel to participate in future assessor training courses. For staff members who intend to participate in such training in the future, it is further recommended that they proactively strengthen their subject-matter expertise as well as their listening and communication skills.
This report includes four chapters, Chapter 1 introduces the purpose of the course, Chapter 2 is the name and introduction of the course, Chapter 3 is a summary of course content, and Chapter 4 is thoughts and suggestions.
