Escambia County has selected Lee Rodgers, P.E. as the Deputy Director of Engineering, responsible for leading and managing key areas of the Department of Engineering, including transportation planning, project management, construction oversight, and engineering operations.
Rodgers brings a wealth of knowledge and expertise to Escambia County, with more than three decades of experience in engineering, project management, land development, strategic planning and related fields. His first day with Escambia County was Monday, Nov. 10.
"We are thrilled to have Lee Rodgers join the Engineering team, not only because of his credentials and expertise, but also the enthusiasm and positive attitude he has already demonstrated during his short time with the county," said Director of Engineering Joy Blackmon, P.E.
During his career, Rodgers has served in numerous leadership roles, including Vice President of Rochester-DCCM in Athens, Georgia, Director of Civil Engineering for W&A Engineering, Senior Project Manager for Alliance Engineering and Planning, Senior Project Manager and Assistant Director of Engineering for Gaskins Surveying Company, Senior Project Manager and Land Development Manager for Foresite Group, LLC, and Network Real Estate Permitting Manager for Mobilitie, LLC, among others.
In his most recent role as Vice President of Rochester-DCCM, Rodgers was responsible for operations in Athens, Georgia, including both land development and water/wastewater practices. His job duties included managing civil engineering staff and overseeing day-to-day operations, along with client relations, client development, budget development, and strategic planning.
Rodgers has worked on a variety of development projects throughout his career, including commercial, industrial, and residential, overseeing numerous aspects of projects, from project design and budget to overall project management and quality control. Rodgers earned his Bachelor of Science in Civil Engineering at the University of Alabama and is a registered Professional Civil Engineer in numerous states.

"We have so many projects in the works that will continue to improve the quality of life for our residents, and I look forward to working in this new role to keep moving projects forward throughout Escambia County."
As Deputy Director of Engineering, Rodgers will be responsible for developing and implementing long- and short-term plans, goals, and objectives of a comprehensive transportation plan, and overseeing capital improvements, under the direction of Engineering Director Joy Blackmon, P.E. Rodgers will also coordinate with appropriate agencies including the Florida Department of Transportation and Transportation Planning Organization on the application and administration of state and federal grants and other transportation programs, as needed.
