Ten Panamanian citizens arrested in Havana for acts of propaganda against the constitutional order in Cuba

On Saturday, February 28, 2026, ten Panamanian citizens residing in that country were arrested for acts of propaganda against the constitutional order, as regulated in Article 124 of the Penal Code.

Initial investigations revealed that these individuals had been instructed to enter Cuba for the purpose of creating signs with subversive content, contrary to the constitutional order.

Once their objective had been achieved, they were to leave the country and, upon their return to Panama, they would receive a sum of money. According to their initial statements, this amount ranges between one thousand and one thousand five hundred dollars for each of them.

Since the moment of their detention, those involved have acknowledged being the perpetrators of these acts, which were carried out in the capital in the early hours of Saturday, February 28.

Further investigations are ongoing.
