Fiji's commitment to a secure, inclusive, and resilient digital future for all nations, including Small Island Developing States (SIDS), was a central message at the Singapore International Cyber Week (SICW) 2025, from 20 to 23 October 2025.
Fiji was represented by Ms. Tupou'tuah Baravilala, the Director-General for Digital Government Transformation, Cybersecurity and Communications, who was a featured panellist in two high-level sessions on 22nd and 23rd October 2025 and which featured Mr Gobin Singh - Minister for Digital for the Government of Malaysia; Mr Sergey Vasilievich Vershinin- Russian Deputy Minister of Foreign Affairs; His Excellency Alex Tillman- Ambassador of Timor-Leste Leste to Singapore and senior representatives from Singapore, Brazil, United Kingdom, UN Institute of Disarmament Research.
In her contributions, Ms. Baravilala stressed the critical need for inclusive, consistent, and meaningful representation of all States, especially Small Island Developing States in global forums including UN cyber processes, the need for tailored capacity building and the implementation of international law and norms of responsible State behaviour in Cyberspace.
Director-General Baravilala connected this to Fiji's national and regional vision, citing the Fiji National Digital Strategy 2025-2030, which is foundational to building a digitally empowered and secure society.
She also highlighted regional efforts such as the 2023 Lagatoi Declaration on digital transformation and Cybersecurity, and the Ocean of Peace Declaration which was recently endorsed by Pacific leaders. These regional frameworks reinforce the Pacific's unified call for safeguarding the sacred right to peace and a region free from conflict and coercion, which extends to the cyber domain.
In the margins of the Conference, Director-General Baravilala also held several bilateral meetings with partners to deepen collaboration in cybersecurity.
Notably, Director-General Baravilala met with Australia's National Cybersecurity Coordinator, Lieutenant General Michelle McGuinness, Member of Parliament, Honourable Mark Dreyfus, Ambassador for Cybersecurity and Critical Technologies, Ms Jessica Hunter and senior Australian officials.
Discussions focused on strengthening engagement under the MOU on Cybersecurity and bolstering regional resilience. Director-General Baravilala also met with senior representatives from the Israel Cyber Directorate.
