Additional Notice of Transmission Organization Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that the Railbelt Transmission Organization (RTO) filed TA1-8001, its initial nondiscriminatory open access transmission tariff (OATT). The proposed OATT includes a table of contents, maps and a list of lines that comprise the Railbelt's backbone transmission system, sets forth common service provisions, terms and conditions for network integration transmission service, and contains a revenue mechanism that includes an annual transmission revenue requirement template to be used by all transmission owners that is consistent with Federal Energy Regulatory Commission (FERC) standards. The RTO has requested an effective date for the OATT that coincides with the Commission's approval or acceptance of the RTO's future initial cost of service filing.
With Order U-25-028(1), issued August 14, 2025, the Commission required written testimony supporting all aspects of TA1-8001 to be filed by the RTO and opened a second comment period. With Order U-25-028(2), issued September 8, 2025, the Commission required written testimony from the RTO to be filed not later than September 12, 2025, with the second comment period to run from September 15, 2025, through September 29, 2025.
