Record-keeping obligations for users of plant protection products

Record-keeping obligations for users of plant protection products

6.2.2026

Priority question for written answer P-000482/2026
to the Commission
Rule 144
Christine Schneider (PPE)

Excessive record-keeping obligations represent a burden for users of plant protection products that is hard to explain. Implementing Regulation (EU) 2023/564 goes into too much detail.

  • 1.To what extent is it guaranteed that the data requested is used only for agricultural statistics and not to monitor the use of plant protection products?
  • 2.How can the scope of data be limited to what is essential? What role is played at national level in this regard?
  • 3.What is the added value of plant protection documentation for the general public and farms themselves? What are the additional economic costs for farms and administrations?
