The NPI ČR, which hosts the EQAVET National Reference Point, organised the peer review on 23-24 October 2025 in Prague. EQAVET Network members from Austria, Latvia, Lithuania, the Netherlands, and Slovakia participated as peer reviewers. The event focused on how modularisation can support the development of vocational and key competencies, and how schools can be empowered to design and implement competence-based, modular curricula relevant to the labour market.
Modularisation is identified as a key instrument in the "Strategy for the Education Policy of the Czech Republic up to 2030+", aiming to improve flexibility, quality, and permeability in education, particularly within VET. In this line, different national level projects have explored the implementation of modularisation, such as the Modernisation of VET (MOV) project, whereby 105 schools developed over 750 educational modules in a three-year period. However, despite the efforts, modularisation remains a voluntary component in the national policy, with only a small proportion of schools systematically adopting it. Moreover, the Czech context is also focused on the relevance of pedagogical leadership as a driver of quality learning outcomes, understanding the need to strengthen the leadership role of VET principals for ensuring that VET remains future-ready.
In this context, the peer review included presentations from three upper secondary and higher VET schools, which shared good practices and challenges in implementing modular curricula. Discussions focused on supporting VET teachers in pedagogical design, empowering school principals as pedagogical leaders, and identifying effective system- and school-level measures to encourage modularisation. Overall, the peer review highlighted the importance of clear communication about the purpose of modularisation, the relevance of having a supportive legislative framework, and the value of leveraging existing institutions and resources to adapt curricula to labour market needs.
