EuropAI will develop, procure and test sovereign and trustworthy GenAI solutions that can be reused and scaled across European public administrations.
The initiative brings together public authorities and technical partners from the Netherlands, Denmark, Belgium and Luxembourg. The project will focus on three areas in which GenAI can deliver tangible benefits for administrations and citizens: legal and administrative simplification, urban analysis and spatial planning, and digital assistants supporting interactions with citizens.
Building on existing public-sector AI initiatives, EuropAI will establish a shared framework through which participating administrations can jointly procure, test and deploy European GenAI solutions. This will include shared technical components, implementation blueprints, compliance documentation and mechanisms for exchanging reusable applications.
By pooling public-sector demand and experience across countries, EuropAI will help reduce duplication, strengthen European technological sovereignty and make it easier for administrations beyond the consortium to adopt compliant and interoperable GenAI solutions.

Selected under the Digital Europe Programme call GenAI for the public administrations, EuropAI will pilot trustworthy European GenAI solutions addressing concrete needs of public authorities and citizens. The project also contributes to the objectives of the Apply AI Strategy, which aims to accelerate the responsible adoption of AI across strategic sectors, including the public sector.
