With a kick-off meeting at TU Dresden, the research project "ALL#HANDS - Robust Data Ecosystem for a Cooperative Internet Situation and Information Centre" has officially been launched. Eight partners from industry and academia will combine their expertise over the next three years to sustainably strengthen digital resilience in Germany.
The aim of the joint project is to provide high-performance, cross-operator situation analyses that identify disruption patterns and dependencies and enable data-driven responses as well as coordinated emergency planning. In particular, small and medium-sized enterprises will receive improved support in the event of a crisis. To this end, ALL#HANDS is creating a secure and trustworthy data ecosystem to bring together network data from the German Internet industry with minimal risk. Another central aspect of the project is the development of a digital twin to simulate network disruptions and crisis scenarios - for example in the event of software errors or power outages. Building on this, a citizen information system will be developed to present complex situations in a clear and comprehensible manner. Legal, organisational and human framework conditions will be examined alongside the project.
ALL#HANDS was selected under the funding measure "Value Creation from Data Ecosystems: Competition - Communication - Cooperation" from 90 submissions, together with six other projects, by the German Federal Ministry for Research, Technology and Space and is being funded with approximately € 2.9 million.
