Congresswoman Luz Rivas Presents $850,000 in Federal Funding for San Fernando Gardens Upgrades

LOS ANGELES - Congresswoman Luz Rivas (CA-29), representative for California's 29th Congressional District, presented the Housing Authority of the City of Los Angeles (HACLA) with $850,000 in federal funding for energy efficient cool roofs across multiple affordable housing units at San Fernando Gardens in Pacoima.

"I am proud to secure $850,000 in federal funding to support install cool roofs at San Fernando Gardens that will help residents stay safe during periods of extreme heat," said Congresswoman Rivas. "Climate change is making heat waves in the San Fernando Valley hotter, longer, and more dangerous. It is important to invest in critical infrastructure like cool roofs that keeps all constituents safe. I am grateful for HACLA's partnership on this important federal investment that will help San Fernando Gardens residents reduce energy costs, stay safe during heatwaves, and be more resilient to the effects of climate change."

Background:

Congresswoman Rivas secured $850,000 in federal funding for Fiscal Year 2026 (FY26) for HACLA to purchase the next phase of energy efficient cool roofs. This project will protect residents at San Fernando Gardens from the growing impacts of extreme heat and climate change in the San Fernando Valley.

Congresswoman Rivas previously joined HACLA in August 2025 for the initial announcement and release of energy efficient air conditioning units and cooling roofs across housing units at San Fernando Gardens.

San Fernando Gardens is a public housing community in Pacoima owned and operated by HACLA. San Fernando Gardens provides affordable housing and supportive services to 1,500 residents from across the San Fernando Valley.

This funding is part of the nearly $15 million in federal funding Congresswoman Rivas secured for California's 29thCongressional District in FY26.
