ALSOBROOKS STATEMENT ON PASSAGE OF NDAA

December 17, 2025

WASHINGTON, DC - Today, Senator Alsobrooks (D-Md.) voted to pass the bipartisan National Defense Authorization Act (NDAA). Following the vote, she released this statement:

"While this NDAA bill does not have everything I would have wanted, I am proud of the investment I helped secure for Maryland. The bill authorizes $226.6 million for military construction projects in Maryland - including $86 million for the Naval Academy. I worked alongside Senator Van Hollen to include a provision prohibiting the construction of a golf course at Greenbury Point - ensuring all Marylanders can continue to enjoy the Chesapeake Bay and our beautiful coastline. I ensured the NDAA authorizes the transfer of the former Curtis Bay Depot to the Maryland Economic Development Corporation (MEDCO). This will allow MEDCO to transform this former military site for economic redevelopment, an investment in Maryland jobs and our economy. And finally, this bill requires that any floating drydock contracted by the United States Coast Guard be at Baltimore - giving Baltimore the opportunity to be the primary shipbuilding and repair facility for the U.S. Coast Guard. This also ensures that Baltimore and Maryland workers continue in their proud and historic role of supporting the Coast Guard's essential maritime security mission."

Wins for Maryland in the 2025 NDAA Secured by Senator Alsobrooks and the Maryland Delegation:

  • Section 2862 prohibits the development of a golf course at Greenbury Point Conservation Area in Annapolis.
  • Section 2867 authorizes the land conveyance of Curtis Bay Depot from the General Services Administration to the Maryland Economic Development Corporation (MEDCO), for the purpose of economic development.
  • Section 7214 amends the law to allow for the acquisition, procurement, or construction of a floating drydock for the Coast Guard Yard, and requires any floating drydock to be berthed in Baltimore when lifting or maintaining vessels.
The authorization of $226.6 million in military construction projects for defense installations in Maryland:
  • Naval Support Activity Washington-Suitland (Suitland is the location of the Office of Naval Intelligence) - $114 million
  • U.S. Naval Academy (Annapolis) - $86 million
  • Fort Meade - $26.6 million
