Kerrigan in the DC Journal: America’s Innovation Economy Runs on Small Business – Why Protecting Bayh-Dole Matters

By SBE Council at 31 October, 2026, 9:05 am

In an Op-Ed published in the DC Journal this week and now appearing in local newspapers across the country, SBE Council President & CEO Karen Kerrigan highlights the indispensable role of small businesses and startups in driving American innovation, technological advancement, and economic growth.

Kerrigan points to the extraordinary success of the bipartisan Bayh-Dole Act, which has helped launch more than 19,000 startups since 2001, supported millions of job-years, and contributed up to $1.7 trillion to U.S. GDP since 1996.

She warns that policy uncertainty and efforts to weaken intellectual property protections could jeopardize the ability of entrepreneurs to attract investment and bring groundbreaking discoveries to market. Protecting Bayh-Dole, she argues, is essential to sustaining America's innovation leadership and competitiveness.
