Gov. Lee Announces Key Leadership Transition at Tennessee Department of General Services

NASHVILLE, Tenn. - Today, Tennessee Governor Bill Lee announced the appointment of Andy Kidd as commissioner for the Tennessee Department of General Services (DGS), effective January 15, 2026. Kidd succeeds Jeff Holmes, who has served the department as interim and will be returning to the private sector.

"Jeff has faithfully served Tennesseans through various roles in my administration," said Gov. Lee. "I deeply appreciate his leadership as interim commissioner, and Maria and I wish Jeff continued success and pray God's blessings over him and his family in the days ahead."

Jeff Holmes was appointed interim commissioner of DGS in June 2025, and during his tenure consistently rose above and beyond the call of leadership with tenacity. Holmes previously served as Director of Planning and Programming at Tennessee Board of Regents, after nearly 44 years of military service, including in Gov. Lee's cabinet as Tennessee's 76th Adjutant General. As Adjutant General, Holmes supervised Tennessee's Military Department which includes the Army National Guard, Air National Guard, and Tennessee State Guard.

Andy Kidd will succeed Holmes as commissioner of DGS.

"Andy's extensive management experience and government service make him well-suited to lead the Department of General Services," said Gov. Lee. "I'm grateful for his willingness to step into this new role within my administration and am confident he will serve Tennesseans with integrity."

Andy Kidd currently serves as the Deputy Commissioner of Fiscal and Administrative Services for the Tennessee Department of Disability and Aging, where he oversees the department's fiscal, administrative, and operational support functions and has partnered with statewide leadership teams to improve outcomes for Tennesseans. A lifelong Tennessean, he has held a series of progressive leadership roles in state government, including Director of Business Operations for Strategic Technology Solutions within the Department of Finance and Administration, and Director of Sourcing in the Central Procurement Office at the Department of General Services. Kidd earned his J.D. from the Nashville School of Law and holds both and M.B.A. and B.B.A. from East Tennessee State University.
