Neighborhood Impact Grant Program

The City of Lima's Neighborhood Impact Grant Program provides funding for community-driven projects that strengthen neighborhoods and make measurable improvements to the quality of life in our city. These small grants are designed to spark local pride, increase volunteer participation, and bring residents together around projects that create lasting impact.

Recognized Neighborhood Associations and 501(c)(3) organizations located within Allen County are eligible to apply-regardless of the size or budget of the organization.

Grant Overview

  • Maximum Award: Up to $1,500 per association or organization
  • Application Deadline: Friday, November 7, 2025, by 5:00 PM
  • Award Notification: November 18, 2025
  • Project Period: Projects must take place within designated neighborhood boundaries and be completed by October 2026
  • Reporting Requirements: Quarterly progress reports and a final report with volunteer forms and expense summaries are required

Organizations with projects exceeding $1,500 may be eligible for additional funding through the Activated Neighborhood Challenge in partnership with Activate Allen County and Mercy Health.

Eligible Projects

All projects must meet Community Development Block Grant (CDBG) eligibility criteria. Examples include:

  • Hosting a neighborhood day of service
  • Revitalizing a vacant lot or creating a pocket park
  • Organizing a neighborhood cleanup, recycling event, or 5K fundraiser
  • Starting a community garden or free little library
  • Making minor home repairs for elderly or disabled residents
  • Painting a local recreation center or nonprofit facility
  • Hosting neighborhood workshops or training events
  • Establishing a neighborhood youth council

If you have a creative idea that aligns with the goals of this program but isn't listed above, contact the Department of Housing and Neighborhoods to discuss eligibility.

Ineligible Uses

Grant funds cannot be used for:

  • Projects unrelated to improving neighborhood quality of life
  • Capital or building construction (e.g., storage areas, ramps, building repairs)
  • Food, beverage, or alcohol expenses

Application Requirements

A complete application includes:

  1. Cover Sheet (available below)
  2. Project Description (1-2 pages)
  3. Budget Detail
  4. DUNS/UIE documentation
  5. W-9 form
  6. Letter or meeting minutes approving the project from the organization's board

Tips for a Successful Proposal

  • Read all guidelines carefully before applying.
  • Contact the Director of Housing and Neighborhoods with questions or for an optional pre-review.
  • Provide detailed project descriptions and clear budgets.
  • Demonstrate community involvement and volunteer participation.
  • Projects that leverage new funds (through donations, fundraisers, or business support) are more competitive.

Activated Neighborhood Challenge 2025

Through a partnership with Activate Allen County and Mercy Health, applicants may qualify for up to an additional $1,500 for projects that promote health and wellness.
Eligible projects should:

  • Focus on improving residents' health and well-being
  • Demonstrate sustainability beyond the grant period
  • Include a clear budget and sustainability plan

Selected projects may receive guidance and promotional support from Activate Allen County staff.
