Conclusion of IPA CIS International Observer Mission for Kazakhstan’s Parliamentary Elections Published

Following the monitoring of the elections of members of the Kuryltai of the Republic of Kazakhstan held on 23 August 2026, the IPA CIS international observer mission has prepared its conclusion.

The monitoring mission comprised members of parliament and senators from Azerbaijan, Armenia, Belarus, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as officials of the Assembly and experts from the International Institute for Monitoring Democracy Development of the IPA CIS.

The mission was coordinated by Deputy Chair of the Council of the Republic of the National Assembly of the Republic of Belarus Igor Brilevich.

On election day, the observers visited polling stations in Kazakhstan, as well as polling stations abroad in Baku (Azerbaijan), Yerevan (Armenia), Bishkek (Kyrgyzstan), Astrakhan, Kazan, Moscow, Omsk and St Petersburg (Russia), Dushanbe (Tajikistan), Tashkent (Uzbekistan), Brussels (Belgium), Rome (Italy), and Singapore.

Following the monitoring, the IPA CIS international observer mission reached the following conclusions:

  • the legislation of the Republic of Kazakhstan ensured that the elections of members of the Kuryltai of the Republic of Kazakhstan were conducted in compliance with international standards for democratic elections;
  • measures to prepare for and conduct the elections of deputies of the Kuryltai of the Republic of Kazakhstan were fully implemented within the established timeframes;
  • the activities of election administration bodies at all levels in the Republic of Kazakhstan were professional and well organized;
  • the election campaign was conducted in a calm environment and in an atmosphere of constructive dialogue among political parties;
  • print, electronic and online media provided citizens of the Republic of Kazakhstan with information about the political parties and the provisions of their election programmes;
  • international and national observers were provided with the necessary assistance in carrying out their functions in accordance with the international commitments undertaken by the Republic of Kazakhstan and applicable legislation.

The IPA CIS international observers concluded that the elections of members of the Kuryltai of the Republic of Kazakhstan held on 23 August 2026 were conducted with due regard for the rights and freedoms of all participants in the electoral process and in accordance with national legislation and the international commitments undertaken by the Republic of Kazakhstan in the electoral sphere.
